Goa has barred people under the age of 21 from entering casino gaming areas and introduced an 18 per cent annual penal interest charge on overdue licence fee payments.
The changes, notified by the state’s Home Department, took effect immediately and apply to both offshore casinos operating on the Mandovi River and onshore venues located within five-star hotels.
Goa casinos in India ban under-21s from gaming areas
Under the revised rules, as reported by local media, anyone below the age of 21 is no longer permitted to enter designated gaming areas where electronic gaming machines, slot machines or table games are operated.
The amendments also clarify where casino activities can take place. Gaming operations must now be confined to segregated, access-controlled sections of licensed premises.
A designated licensed area is defined as a partitioned and restricted-access space within a five-star hotel or offshore casino vessel where a licence holder is authorised to install and operate gaming machines, slot machines or table games.
India tightens Goa casino licence fee compliance
The government has also increased enforcement for operators that miss licence fee payment deadlines. According to the new rules, any unpaid annual recurring licence fees will incur a penal interest of 18 percent per year until the amount is paid.
The action is part of the state’s efforts to collect large amounts of outstanding debt from the gambling industry. Chief Minister Pramod Sawant stated before the Goa Legislative Assembly that unpaid casino income was roughly INR3.5 billion ($36.3 million), of which INR1.1 billion ($11.4 million) was involved in legal proceedings. Recovery efforts are ongoing, according to Sawant, who also threatened to take casino properties if operators did not make the required payments.
Goa casino regulations form part of wider reforms
The latest amendments follow a series of measures introduced by the Goa government this year to increase oversight of the gaming industry and boost non-tax revenue. In March 2026, the state proposed a major increase in casino licence fees, including a 200 per cent rise in charges for new casino licences. The proposals also included higher annual licence fees, increased application and renewal charges, and substantially higher fees for transferring both onshore and offshore licences.
The government has also approved new gambling rules and proposed the creation of a Gaming Commissioner role to oversee casino operations and regulatory compliance.
Goa casino industry remains a major revenue source in India
Despite tighter regulation, the casino sector continues to be an important source of income for the state. Figures presented in the Goa Legislative Assembly showed that casino operations generated more than INR17.49 billion ($181.2 million) in licence fees and related charges between April 2021 and February 2026.
Goa currently has 23 casino licenses, which include 17 onshore casinos and six offshore casino vessels. Along with Sikkim, it is one of just two Indian states where casino gaming is legally allowed.
Offshore casino sector faces ongoing legal scrutiny
The offshore casino industry is also facing continued legal challenges. Earlier this month, the Goa bench of the Bombay High Court extended an interim stay preventing a proposed new offshore casino vessel from entering Panaji Port until at least 18 August 2026. At the centre of the dispute is whether the vessel has obtained all the statutory certifications and approvals required to operate on the Mandovi River.
The vessel is intended to replace an existing offshore casino and has become the subject of a legal challenge brought by local citizens’ group Enough is Enough, which has raised concerns about further expansion of offshore casino operations in Goa. The High Court is expected to consider additional submissions and regulatory documents when the matter returns for hearing in August.
