Kyrgyzstan is considering stronger oversight of online gambling after parliamentarian Saltanat Amanova proposed creating a national online casino registry, as reported by the Kyrgyz media outlet AKIpress. The proposal follows growing concerns about gambling-related debt, with lawmakers citing reports of individuals suffering significant financial losses through online betting and casino platforms.
Amanova said a formal registry would help authorities identify licensed operators, improve regulatory oversight, and strengthen consumer protection measures. She stated, “I’ve received letters from people who are losing their money and property to online casinos and drowning in debt. How can this be prevented? What is the Ministry of Internal Affairs doing to combat this?”
According to the proposal, all online gambling organisations must register with government bodies, while unregistered companies will face limits on marketing their services through commercials and promotions. There are some advantages, such as improved clarity in distinguishing between legal and illegal gaming websites.
Government response to illegal gambling operations
The Ministry of Internal Affairs in Kyrgyzstan has increased its efforts to crack down on illegal gaming sites. As stated by Deputy Minister of Internal Affairs, Erkebek Ashirkhodjaev, some arrests and legal actions have already been made, showing that the government recognises the threat of illegal gaming enterprises. The crackdown, however, is hampered by offshore registration, foreign payments, and the use of sham firms.
The method may include the use of technology to acquire evidence, among other types of investigations. However, while prosecutions can serve as a warning signal, lawmakers consider that this step is insufficient. It is advisable to use preventive measures such as licensing, registrations, and marketing.
Growing political debate
There have been various arguments concerning online gambling inside the Kyrgyzstan government, with several officials pressing the government to implement restrictions on online gambling. Amanova’s plea arrives just after another lawmaker, Tabyldy Muratbekov, made the identical request. According to Kaktus Media, Tabyldy expressed concern about internet gambling due to debt and social issues in the country.
Muratbekov noted, “Residents are going into debt, families are breaking up, and there are cases of suicides due to casinos. I ask the government to look into this issue.”
Reports of financial hardship and family disruption have increased pressure on policymakers, who now face the challenge of balancing consumer protection with potential economic opportunities.
Cross-border crime
Online gambling in Kyrgyzstan poses additional issues because many platforms operate across borders and use international payment methods, which can facilitate money laundering and other financial crimes. Recently, there was a case of a person who is charged with being involved in the operation of a web-based casino in Kazakhstan that laundered over $1.1 million between Kyrgyzstan, Kazakhstan, and Uzbekistan as reported by the news source Tazabek.
Investigators found that the scam depended heavily on “financial mules”, people whose bank accounts could be used to mask transactions. Such an approach complicates the work of investigators and highlights the importance of collaboration between financial institutions and law enforcement agencies.
Kyrgyzstan’s current gambling framework
Kyrgyzstan’s gambling regulations were recently amended in order to strike a balance between economic rewards and risks. Gambling casinos were just legalised for the country in 2022; nevertheless, foreigners are permitted to visit such places under law. Sadyr Japarov, the President of Kyrgyzstan, has indicated that the decision has resulted in some economic benefits, although concerns remain that web platforms continue to reach local people despite limitations.
However, a lack of regulation poses risks not only to consumers but also to the efficiency of protective measures themselves. Some legislators have proposed mandating registration and prohibiting gambling promotion on illegal sites, which can be used by authorities to identify gamblers.
