Liberia’s Authority introduces international online gaming licence
The National Lottery Authority of Liberia has opened applications for its new international online gaming licence. The process runs through the official government portal and marks a significant step for Liberia’s regulated gaming sector. Officials describe the Republic of Liberia as “a sovereign nation of over 6 million inhabitants and a full member of the United Nations, IMF, World Bank, WTO, and African Union.”
A turnkey package for international use
The NLA structured the licence as a complete turnkey package for global operators. The offer includes a locally incorporated Liberian company. It also consists of a dedicated corporate bank account with B2B SWIFT transfers in EUR and USD. Remote bank account opening is available for approved applicants. The package provides a full online gaming licence covering casino, sports betting, and lottery. The licence includes a local Anti-Money Laundering Officer, and the NLA covers the salary for the first 12 months. Each operator receives a unique registered business address in Monrovia. Public registration and verification appear on the official government domain.
Legal confirmation and Liberia’s international standards
A legal opinion issued on 31 October 2025 supports the new structure. The document came from Dolo & Associates Law Firm, one of Liberia’s established corporate practices. It confirms that “the licensing framework operates fully within the National Lottery Authority Act of 2014 and related regulations.” The document also states that licences carry “no territorial restrictions and may be used to offer services worldwide where remote gaming is not expressly prohibited.” It also notes that “the regulatory regime meets recognised international standards for oversight, player protection and anti-money laundering measures.”
A streamlined licensing timeline
The licensing process is designed for quick completion. The NLA expects the procedure to conclude within approximately 30 business days after receiving all documents. The authority has confirmed that applications are now open. The first public batch is scheduled for formal issuance in December 2025.
Liberia’s government support for a modern market
The Liberian government has confirmed the establishment of a new international licence for online gambling this year. Officials describe the licence as very different and unique from other offshore licenses currently on the market. The government expects the framework to be a leader in the field in the coming years. The Liberia Online Gaming Commission has also enacted new laws for online gambling. The authority adopted international regulations to align with global standards.
Value-added features built into every licence
The licence includes several distinctive features for operators. These include local bank accounts using SWIFT for EUR and USD. A local Anti-Money Laundering Officer is provided and paid one year in advance. Every operator receives a unique business address. Registration appears on the official government website under a Gov domain. The licence also covers gaming and online casino rights for worldwide operators. The system enforces compliance standards, supports player protection, and promotes responsible gaming.
Strong partnerships strengthen the offering
Providers have already secured partnerships with the initiative, including top-tier EU B2B banking partners. Payment processors offer 7995 (MCC processing code) exclusively for the Liberia Gaming License. International law firms are available to issue operational opinions for country-specific markets. Premium suppliers and platform providers are ready to onboard licence holders. Local Liberian banks offer remote online banking and fully remote account opening. These banks completed successful tests sending and receiving funds from UK banks.

A formal legal opinion has been issued by Dolo & Associates Law Firm, one of Liberia’s top law firms. It confirms that the licence structure is valid, enforceable, and fully approved for commercial use.
