Nigeria's Lagos State government warns players against illegal gaming operators

Nigeria’s Lagos State Lotteries and Gaming Authority (LSLGA) has issued a warning to players across the state regarding illegal gaming. The regulator is urging players to avoid unlicensed platforms.

The Authority has identified 59 illegal and unlicensed gaming operators targeting players. These operators are active within Lagos State and across member states of the Federation of State Gaming Regulators of Nigeria (FSGRN) with which reciprocity arrangements exist.

The LSLGA has formally published the list of 59 unlicensed gaming companies. This initiative shows the regulator’s effort to be proactive in enforcing regulations in Nigeria’s industry. By publishing the list for the general public, the Authority signals its intent to protect players and expect compliance from all involved parties, including operators and players.

Additionally, the list serves as both a warning and a transparency measure for players. It also spotlights the Authority’s intention to expose and deter illegal gambling activities within the state.

Consequences of illegal gambling

The presence of unlicensed operators continues to undermine the integrity of regulated gaming markets, poses significant risks to consumers, and weakens trust in the industry.

The Authority’s firm stance on its mandate

The LSLGA maintains that gaming regulation within Lagos rests with the state, meaning that it within their mandate to ensure the industry adheres to compliance. This position is supported by existing laws and reinforced by a Supreme Court judgment.

The Authority plays a central role in licensing, oversight, and consumer protection within Nigeria’s industry. It also collaborates with other regulators through frameworks such as the Federation of State Gaming Regulators of Nigeria.

Nigeria’s gaming market continues to expand rapidly, increasing the urgency for effective oversight. According to PwC, a firm providing audit, tax, and advisory services to major businesses and government bodies, the country recorded $176 million in consumer spend. The report also projects a  Compound Annual Growth Rate (CAGR) of 7.4 per cent between 2025 and 2029.

Lagos State Authority’s push for responsible gaming

The LSLGA is reinforcing responsible gaming practices through public awareness initiatives. Making the list publicly available aims to educate players about potential risks.

Players are encouraged to verify the authenticity of operators through the official LSLGA website before engaging in gambling activities. This precaution will encourage consumers to make informed decisions.

Public engagement and collaboration remain essential tools in reducing the influence of illegal operators. They also support broader efforts to build a safer and more transparent gaming ecosystem.

Take, for example, the meeting between the Association of Nigerian Bookmakers (ANB), the Nigeria Licensed Lottery Operators’ Forum (NLLOF), and the Nigeria Data Protection Commission (NDPC) late last year. The organisations met to discuss steps to improve player data protection. This is a great example of collaboration efforts among authorities to protect players.

Licensed operators are likely to benefit from improved market trust and clearer regulatory enforcement. Stronger oversight can help level the playing field across the industry.

For unlicensed platforms, the risks are increasing. The LSLGA has warned that enforcement actions will be taken against unlicensed entities.
