Asia’s iGaming market is no longer an emerging opportunity but a rapidly expanding ecosystem already operating at enormous scale, according to the latest SiGMA Asia Market Report.

The report, based on data from market intelligence provider Blask covering April 2025 to March 2026, says the region sees strong user demand that continues to outpace regulation. Industry leaders described the current state as creating a fragmented yet highly lucrative landscape. Across 28 Asian markets analysed, the region generated a total Blask Index of 4.44 billion, with 155.7 million active players and an estimated cumulative revenue of $45.5 billion. Blask Index represents the aggregated level of user interest in all gaming brands. The report notes that while engagement is spread across the continent, revenue remains concentrated in several key jurisdictions.

Asia’s iGaming market is defined by scale and complexity,” the report states. It highlighted the coexistence of regulated hubs such as the Philippines and Singapore alongside heavily restricted or unregulated markets across South, Southeast and West Asia.

Philippines leads regulated monetisation race

Among the report’s strongest performers, the Philippines emerged as Asia’s leading regulated market. The country recorded a monthly revenue peak of over $1 billion in the past year. The report describes the country as Asia’s regulated powerhouse, citing its young digital population, English proficiency and structured licensing environment as major drivers of growth.

Meanwhile, markets such as Vietnam, Indonesia and Thailand continue to post strong engagement despite lacking online gambling frameworks. According to the report, Southeast Asia now accounts for “the majority of high-engagement markets,” fuelled by mobile-first consumer behaviour and rising internet penetration.

Demand continues flowing through offshore channels

A recurring theme throughout the report is the widening gap between user demand and regulatory frameworks. “Demand often precedes legislation,” the report states. It noted that some of Asia’s highest-engagement markets still lack regulation.

Industry leaders interviewed by SiGMA World argue that governments are struggling to keep pace with digital adoption and cross-border gaming activity.

“Asia is not an emerging market for gaming; it is an existing market that is still formalising,” Joe Pisano, Founder and CEO of Jade Entertainment and Gaming Technologies, said.

The report also highlights growing concerns around offshore operators and “shadow markets,” particularly in high-demand jurisdictions such as India and Bangladesh.

Shaun McCamley, President of Euro Pacific Asia Consulting Ltd., warned that governments face a crucial choice over whether to “capture, control and monetise that demand, or continue to allow value to flow outside formal channels.”

Cross-border operators reshape competition

The report also underscores the growing dominance of cross-border operators. The report finds that these cross-border operators are leveraging Asia’s fragmented regulatory landscape. According to Blask data, platforms including 1xBet and Stake were identified as among the region’s most geographically diversified operators. They operate across more than 20 Asian markets.

At the same time, regional brands continue to strengthen their foothold through localised strategies and payment integration.

The report concludes that Asia is evolving into what experts describe as a “two-speed market,” one in which regulated jurisdictions focus on channelisation and enforcement, while unregulated markets continue to generate substantial offshore demand.
