The Italian online gaming sector has entered a decisive stage. The Customs and Monopolies Agency (ADM) has set out clear deadlines for existing concessions, defining a path that leaves no room for interpretation. By 5 September 2025, concessionaires who did not participate in the renewal tender must apply for an extension, which will prolong the validity of their licence until 12 November 2025.
Failure to meet this deadline will result in the concession expiring on 18 September 2025, making it impossible to continue operations or transfer player accounts to other active operators.
Extension of online gaming concessions: the regulatory framework
The Directorate Determination No. 504068 of 24 July 2025 has introduced the option for concessionaires under extension to prolong their licences further. The new expiry date coincides with the conclusion of the public tender process for online gaming concessions, as established under Legislative Decree 41/2024.
The extension maintains the same financial obligations and contractual terms as the original agreements, recalculated based on the reduced timeframe. It is not a new licence regime but rather a temporary extension, allowing operators to remain in the market until the definitive awarding of new concessions.
What happens if the extension is not requested
If a concessionaire does not apply for extension by 5 September, the concession will expire on 18 September 2025. From that date onwards, the operator will no longer be able to carry out online gaming activities or initiate any player account migration procedures.
ADM has reiterated that only operators with valid, active concessions can exercise these reserved activities. Once a concession ceases, all related rights automatically lapse.
Player account migration: ADM’s strict rules
One of the most sensitive issues concerns the migration of player accounts from one operator to another. The procedure, governed by Circular No. 351477, is permitted only while the concession is valid.
Obtaining authorisation from ADM alone is not sufficient. For migration to be recognised, the process must be fully completed with the support of ADM’s technological partner and must be officially communicated to the competent office by 5 September 2025.
If migration has not been completed by that date, the concessionaire will be required to extend their licence until 12 November to finalise the process. Otherwise, once the concession expires, transfers will no longer be possible.
Concessions extended until 12 November 2025
Concessionaires who submit an extension request on time will have until 12 November 2025 to complete any authorised account migrations. After this date, extended concessions will also expire, unless the operator secures a new licence through the ongoing public tender.
ADM has emphasised that migration activities will only be considered valid once their completion has been formally communicated within the deadline.
Coordination with ADM’s technological partner
The Agency has reminded operators that every migration must be planned and agreed with ADM’s technological partner, according to predefined operational standards. This requirement is not a minor technicality but a key safeguard to ensure regulatory compliance and user protection.
Failure to coordinate correctly could block the migration process and potentially expose concessionaires to penalties, including exclusion from the ongoing tender.
Service continuity and player protection
The rigidity of these deadlines has a clear purpose: to protect players and guarantee service continuity during the transition towards new concessions. ADM aims to avoid legal grey areas, disputes, or service interruptions that could undermine consumer confidence.
For this reason, migrations must be completed in an orderly manner, communicated on time, and carried out with strict technical coordination. Every step must follow established rules, leaving no space for improvisation.
A crucial test for the online gaming market
The period marked by the September and November deadlines represents a crucial test for operators. It is not only about meeting regulatory obligations but also about demonstrating reliability, organisation, and adaptability in a highly competitive market.
Today, regulatory compliance has become more than a bureaucratic duty. It is a strategic factor that will influence operators’ positioning in the forthcoming phase of Italian online gaming.

ADM has drawn a clear and binding roadmap. The deadlines of 5 September, 18 September, and 12 November 2025 represent three decisive milestones that cannot be overlooked.
The message is unequivocal: compliance with rules and timelines is the non-negotiable condition for staying in the market. At a time when the online gaming sector is undergoing profound reorganisation, precision is not only a legal requirement but also a strategic asset for competitiveness.
