40 dignitaries joined the B2G tours at BiS SiGMA South America 2026

The expo floor at BiS SiGMA South America 2026 in São Paulo is closing its doors after three intense summit days. The exhibition hosted not only tens of thousands of delegates and hundreds of companies, but also high-level guests – diplomats, government representatives, regulators, and industry associations from across Latin America. As part of the B2G tours, they followed a dedicated route organised by SiGMA and met key players shaping the industry.

Who joined the B2G tours

According to organisers, the B2G route at BiS SiGMA South America 2026 was completed by around 40 honorary guests. Delegations in São Paulo included diplomats, public-sector representatives, industry regulators, lottery institutions, and key organisations from several countries in the region – in other words, those who influence rules, oversight, and market development in Latin America.

Ministers and diplomats

The expo floor welcomed ministerial-level guests from multiple countries. Kazakhstan was represented by:

  • Cassiano Pereira (Brazil-Kazakhstan Chamber of Commerce and Industry);
  • Pedro Demori – Honorary Consul of the Republic of Kazakhstan in Paraná;
  • José Horácio Halfeld – Honorary Consul of the Republic of Kazakhstan in São Paulo;
  • Gustavo Sardinha – Honorary Consul of the Republic of Kazakhstan in Rio de Janeiro.

A sizeable delegation also represented Malta:

  • John Aquilina, Ambassador of Malta to Brazil and Chile;
  • Lucimara Batista dos Reis, Honorary Consul of Brazil in Malta;
  • Fiorella Baggio, Honorary Consul of Malta in São Paulo;
  • Eduardo Reis, Head of Humanitarian Aid, Honorary Consulate of Brazil in Malta;
  • Samira Gouvea, Director of Regulatory Governance and Lawyer, Honorary Consulate of Brazil in Malta.

This group was joined by representatives for international relations from the city and state of São Paulo, including Luis Fernando Avalos, General Consul of Paraguay in Sao Paulo, as well as Aleksandar Djordjic, Consul of Slovakia in São Paulo. They were also joined by members of the Paraguayan Senate.

Regional regulators

The presence of Latin American regulators was equally significant. Paraguay’s National Directorship of Tax Revenues (DNIT) was represented by Director Oscar Orué and four colleagues. Paraguay’s gambling commission (CONAJZAR) was represented by ex-president Javier Balbuena with a delegation.

Delegations also included representatives of the Association of State Lotteries, Pools and Casinos of Argentina (ALEA), the International Betting Integrity Association (IBIA), and Lorena Rojas, ex-president of Paraguayan Association of Gaming Operators (APOJA). During the tours they were joined by Ricardo Solano, President of the Organisation of Gambling in the Americas (OJADA), Angela Carmona of Chile Responsible Gaming, and Mayra Galucci from Lottery of the City of Buenos Aires, Argentina (LOTBA). The signal to the industry is clear: several layers of a public and industry vertical were present at the summit at once – the tax authority, the regulatory perimeter, parliament, and an operators’ association.

How the B2G tours ran

BiS SiGMA South America 2026 was truly a large-scale event. It welcomed 15,800 participants – a record attendance. For three consecutive days, panel discussions ran back-to-back across three stages, while the rest of the programme was filled with networking dinners, meetings, pitches, and more. Even so, organisers delivered four dynamic B2G tours across the expo floor.

The route was designed so participants could get a 30-minute overview of the market’s key segments. Delegations were guided through operators (bet365 and Esportes da Sorte), content providers (Pragmatic Play, EGT Digital, Golden Race, Spribe), technology and analytics infrastructure (Sportradar), the affiliate environment (Super Afiliados Lounge), and a flagship platform solution (SOFTSWISS). Tours also stopped at the Loterias Caixa stand – Brazil’s official state lottery system – since the public-sector lottery segment remains a major component of the legal market in Latin America.

In practice, the B2G route gave participants a working map of the industry. For the summit, this is the core value: the format enables discussions about regulation, market access, and industry standards based not on theory, but on a live business structure assembled in one space. As a result, the São Paulo B2G tours became a substantive summit format, not a side activity on the expo floor. This was not protocol – it was practical work with the people who shape the rules of the game in the region.
