Goa’s casino industry in India has contributed more than ₹1,749 crore ($192.9 million) to the state exchequer over the past five years, reflecting a strong recovery after the pandemic period. The revenue has been generated through licence fees and other charges under the Goa Public Gambling Act, 1976, according to data presented in the Legislative Assembly.
Chief Minister of Goa Pramod Sawant, informed that the government collected ₹1,749 crore ($192.9 million) from casino operations between April 2021 and February 2026.
Revenue shows steady growth after pandemic
According to Goemkarponn, the figures indicate a clear upward trend in collections after COVID-19 disruptions. In 2021–22, the state earned ₹186.35 crore ($20.5 million) from casino licence holders. This increased to ₹353.78 crore ($38.9 million) in 2022–23, followed by a sharp rise to ₹603.76 crore ($66.4 million) in 2023–24, marking the highest annual revenue in the period.
However, collections declined to ₹461.71 crore ($50.8 million) in 2024–25. In the ongoing financial year 2025–26, the government has received ₹143.70 crore ($15.8 million) up to February 28.
Active casino licences
The government has issued a total of 23 casino licences under the Goa Public Gambling Act. These include 17 onshore casinos and six offshore casino vessels operating in the state.
In response to a starred question raised by MLA Govind Gaude, the government confirmed that all six offshore casino vessels have obtained the necessary approvals from the Captain of Ports Department. It also clarified that no offshore casino is operating without valid permissions.
Vessel-related charges add to revenue
Apart from licence fees, the state has also generated income through vessel-related charges. Between the financial year 2023–24 and the current year, Goa collected ₹27.24 crore ($2.96 million) from fees such as mooring, survey and registration charges.
Mooring fees accounted for the largest share, contributing more than ₹26.61 crore ($2.89 million) to the total.
Strict compliance and inspections in place
The government stated that offshore casino vessels are subject to regular inspections and must follow strict regulatory standards. These include compliance with the Inland Vessels Act, 2021 and other applicable maritime rules.
Authorities carry out checks on vessel registration documents, seaworthiness certificates and passenger capacity limits. Safety measures such as firefighting systems and life-saving equipment are also inspected. In addition, crew certifications are verified during these inspections.
Environmental and safety rules enforced
Casino operators are required to follow pollution control guidelines issued by the Goa State Pollution Control Board. The government also ensures that vessels remain anchored and moored only at approved locations to maintain navigational safety.
The state retains the authority to take action in case of violations. This includes issuing notices, suspending operations or cancelling permissions if operators fail to comply with licence conditions or legal provisions.
The data presented in the Assembly highlights the continued contribution of the casino sector to Goa’s revenue, supported by regulatory oversight and compliance measures.
