NLGRB boosts compliance and enforcement with staff training in Uganda
The National Lotteries and Gaming Regulatory Board (NLGRB) has taken steps to improve its regulatory framework through training sessions for recruited compliance and enforcement staff in Uganda. ABS Consulting Group Limited, renowned for its expertise in risk advisory, HR forensic auditing, and executive training, provided support to ensure the team gained the necessary knowledge and skills to handle their work.
Detailed session on work ethics and professional standards
The training aimed to teach essential professional values needed to handle inspection and enforcement duties well. The team learned about critical traits like honesty, fairness, confidentiality, and competence. These values play an important role in keeping the regulatory process trustworthy and just making sure inspections are done with integrity and neutrality.
Steps to perform ethical and adequate inspections
A key part of the training offered detailed instructions on how to conduct inspections in a proper and ethical way. The new NLGRB Compliance and Enforcement team explored a variety of principles that shape the best methods in the industry. These included using evidence-based strategies, focusing on risks in proportion to their importance, and gathering and coordinating accurate data. The training focused on demonstrating how various data sources can be integrated to provide a comprehensive view of compliance status. It stressed encouraging compliance ahead of time and acting throughout the process. Inspectors were taught ways to balance strict rule enforcement with building a positive relationship with operators.
Fairness and respect in regulation
The training put a spotlight on respecting operators’ rights in Uganda’s industry. Participants were trained to inspect with fairness and politeness while keeping relationships with stakeholders strong. Topics like privacy, keeping information confidential, and sharing accurate details came up to emphasise the need to regulate in a fair way. The goal was to protect the dignity of both inspectors and operators while still ensuring rules are followed.
Using a risk-based inspection model
The training focused on using a risk-based inspection method. This method helps the NLGRB team concentrate its efforts on inspecting higher-risk operators to maximise the use of its resources. It allows inspections to target areas where compliance issues are more likely, reducing unnecessary pressure on lower-risk groups. This makes enforcement more focused and effective.
This model works to boost compliance by channelling training and education toward higher-risk operators in Uganda. It looks to catch and deal with problems sooner, fix them more, and keep the gaming and lottery systems running.
Guidance for practice and reporting steps
During the last part of training, the team received tips on how to plan and carry out inspections. These steps aim to make inspections detailed, uniform, and organised. The group was taught ways to get ready to inspect, perform the process step-by-step, and carefully write down what they observed.
The training wrapped up by highlighting how to report rule violations. The trainers showed inspectors how to record what they found in a clear and precise way, making sure all details were included to act later. This detailed reporting helps keep things open and responsible and ensures rules are enforced.
