Pennsylvania’s gaming industry posted its fifth straight year of growth in 2025, driven by strong gains in iGaming and sports betting. Total gaming revenue reached $6.79 billion, marking a 10.7 percent increase from 2024. The Keystone State also came close to collecting $3 billion in gaming taxes, reinforcing its position as the second-largest gaming market in the United States by revenue, behind only Nevada.
Total gaming revenue continues upward trend
Combined revenue from slot machines, table games, sports wagering, iGaming, video gaming terminals and fantasy sports stood at $6.80 billion in 2025. This was up from $6.14 billion in 2024. The steady rise reflects the growing scale of legal gaming in the state, with both land-based casinos and online platforms contributing to the overall increase.
The state collected $2.98 billion in gaming taxes last year, a 12 percent rise from nearly $2.7 billion in 2024. With a large number of casinos and licensed online operators, Pennsylvania now ranks second nationally in annual gaming revenue.
iGaming revenue rises
Online casino gaming remained the biggest growth driver. Pennsylvania’s iGaming operators generated $2.78 billion in revenue in 2025. This represented an increase of more than 27.2 percent from $2.18 billion in 2024.
Several developments supported this growth. Monopoly Casino launched in July 2025, adding a new brand to the market. PENN Entertainment also rolled out a standalone Hollywood Casino app focused on slots and table games, separate from its existing platforms.
Hollywood Casino at Penn National emerged as the top iGaming revenue producer. Its partners, including BetMGM, DraftKings, Fanatics and Hollywood, reported nearly $1.1 billion in combined iGaming revenue during the year.
Land-based casino
Among the 12 land-based casinos that provide access to licensed iGaming apps, Presque Isle Downs and Casino in Erie recorded the strongest growth. The property reported $38.9 million in iGaming revenue, up 447.1 percent from $7.1 million in 2024.
This surge followed Churchill Downs Inc securing an online gaming partnership with bet365, which the Pennsylvania Gaming Control Board approved in July 2024. The deal significantly expanded the casino’s online reach and revenue base.
Gap narrows between online and physical casinos
In 2025, the difference between online and land-based casino revenue stood at nearly $582 million. This marked a 51.6 percent reduction from the $1.2 billion gap recorded in 2024.
For comparison, the difference exceeded $2 billion in 2022, showing how quickly iGaming has expanded in the state.
Sports betting revenue rises 18%
Sports betting also delivered solid gains in 2025. Operator revenue climbed 18 percent to $602.5 million, up from $510.7 million in 2024. Total retail and online betting handle reached $8.8 billion, compared with $8.4 billion the previous year.
FanDuel remained the leading sportsbook operator in Pennsylvania. Partnering with Valley Forge Casino Resort, FanDuel generated $274.2 million in revenue, slightly higher than the $272.1 million it recorded in 2024.
Hollywood Casino in York reported the largest year-on-year increase in sports betting revenue. Earnings jumped 153.2 percent to $25.8 million from $10.2 million in 2024. The casino’s online sports betting partner is Fanatics.
Together, these figures highlight Pennsylvania’s continued expansion as a major force in the US gaming market.
