Pennsylvania has become the highest earning commercial gambling state in the United States after overtaking both Nevada and New Jersey. The Pennsylvania Gaming Control Board (PGCB) reported the state’s strongest financial year on record, driven by a sharp rise in online casino activity. Digital gambling now dominates the state’s wagering landscape and has reshaped the wider US gambling market.
Recently, the state’s PGCB reported that total revenue from all forms of gaming and fantasy contests in June 2025 reached $544.7 million, representing a 15.4 percent increase compared to June 2024.
Online casinos lead the state’s growth
Pennsylvania generated about 6.4 billion dollars in total wagering receipts during the 2024 to 2025 fiscal year, the highest in its history, as reported by BNO News. A major share of this came from online casinos. iGaming contributed roughly 2.47 billion dollars, a 27 percent increase from the previous year. This made digital play the state’s largest gaming vertical. Players in Pennsylvania now have access to a robust ecosystem of licensed US online casinos, reflecting the commitment to regulated digital gambling and consumer protection.
Online casino revenue also surpassed earnings from physical slot machines for the first time. Retail slots brought in about 2.44 billion dollars, which remained almost unchanged from the previous year. Retail table games posted a small drop of about 3 percent.
Digital demand reshapes the US gambling market
The rapid rise of online gambling in Pennsylvania reflects a wider national trend. Across the United States, digital wagering continues to expand while land based casinos show slower growth. More players now seek flexible gambling formats on mobile devices rather than visiting casino floors.
Pennsylvania’s early move to legalise online casinos and build a strong regulatory system has given it a notable advantage. The state’s large population and competitive market have also supported its rapid growth. Operators continue to invest heavily in marketing and promotional credits, which keeps the digital space highly competitive.
Strong tax revenue supports public programmes
The financial impact of this growth extends far beyond casino operators. The state collected around 2.8 billion dollars in gaming tax revenue during the fiscal year. This is one of the highest totals in the country and supports a range of public services.
A major portion of gaming tax revenue is directed to school property tax relief for homeowners. Other funds support law enforcement, infrastructure projects and municipal services. The state’s horse racing sector also receives steady backing through the Race Horse Development Fund. These allocations make gambling one of the state’s most important revenue sources.
Structural advantages keep Pennsylvania ahead
Pennsylvania’s position at the top of the US gambling market is supported by several factors. The state benefits from a large population base, early adoption of iGaming and clear regulations that allow digital gambling to expand. Despite high tax rates, operators continue to compete actively, which helps drive overall market performance.
In May 2025, Pennsylvania’s gross gaming revenue exceeded $600 million for the first time. The PGCB reported that total revenue from all types of gambling and fantasy sports during that month amounted to $601,833,369, which was a 15.5 percent increase from May 2024. More than a third of that amount came from the iGaming operators, which generated $232,853,763 in online casino revenue.
