For the state of Pennsylvania, May was the first month that gross gaming revenue exceeded $600 million. The Pennsylvania Gaming Control Board (PGCB) reported that total revenue from all types of gambling and fantasy sports last month was $601,833,369, a 15.5 per cent increase from May 2024. More than a third of that amount is the revenue of iGaming operators.
The PGCB was established in 2004 to regulate all forms of gambling, including 17 land-based casinos, online casinos, retail and online sports betting, video gaming terminals, and fantasy sports contests. Last year alone, gambling establishments generated $2.66 billion in tax revenue for the state, while also serving as major employers.

The Pennsylvania Statewide Gaming Report for May 2025 is available on the PGCB website. According to this data, retail slot machine revenue was $224,873,947, a 5 per cent increase from May 2024. However, the number of slot machines in operation decreased by 515 from May 2024 to 24,347.

Pennsylvania has another distinctive niche for land-based operators: video gaming terminals in establishments catering to truck drivers. Operators are allowed to offer five machines in each of the 74 establishments that meet the parking requirements for this type of vehicle. Total adjusted revenue for gaming terminals in such establishments was virtually unchanged from May 2024 at $3,683,566.
iGaming revenues up 39 per cent
Monthly GGR from gaming at Pennsylvania’s licensed online casinos reached $232,853,763 in May, accounting for about 39 per cent of total revenue for operators in the state. Compared to the same period last year, the figure was up 33.7 per cent.
Total sports betting revenue in May 2025 was $655,358,227, showing an increase of 10.7 per cent. Meanwhile, taxable income totalled $59,417,240 – up 34.4 per cent compared to May 2024. Meanwhile, fantasy sports turnover is on the decline, with its GGR down 5.35 per cent to $1,088,950.

Overall, iGaming has been one of the main drivers of gambling revenue growth in the US. Between April 2024 and April 2025, the online market’s GGR grew by 32.5 per cent, reaching $870.6 million in the seven states where it was legalised. According to the AGA, online gambling revenue growth was driven by online casinos, while sports betting revenue grew by just 0.7 per cent.
Entering the online poker era
As we wrote earlier, on 24 April 2025, Pennsylvania Governor Josh Shapiro officially signed the paperwork for the state to join the Interstate Online Gaming Compact (MSIGA) for online poker. As one of the states with the highest gambling rates in the US, Pennsylvania’s participation marks a significant milestone for the MSIGA initiative, with more than 150,000 poker players from the state now part of the combined poker network.
Poker players were among the first to advocate for Pennsylvania’s inclusion. For them, MSIGA means access to larger and more frequent tournaments, larger prize pools, and more competitive games. The move helps grow the poker industry, supports smaller operators, and reduces unregulated play in the state.
