The Rwanda Development Board hosted its maiden Gambling Industry Engagement to bring all industry players together at one table to chart the future of the country’s gambling industry. The proposal is part of Rwanda’s continuous efforts to modernise gaming regulations and improve cooperation between industry participants and regulators. The discussions centred on regulatory compliance, responsible gambling, consumer protection, and long-term industry growth.
The engagement comes after Rwanda implemented legislation that will affect casino enterprises, sports betting, lotteries, and online games. According to authorities, the goal is to make the gambling industry more transparent and accountable while also promoting economic development.
Rwanda iGaming market breakthrough
The inaugural gambling industry engagement in Rwanda was a significant step towards creating the country’s regulatory framework. It is more than just a forum; it is a platform for operators and regulators to openly discuss licensing, responsible gaming, technologies, and compliance challenges.
It is evident that sustainability is a recurring theme throughout this conversation. The Rwandan government prioritises growth regulation through strong governance, which will take into account issues such as player protection, tax payments, and transparency. This collaborative approach demonstrates Rwanda’s desire to prevent fragmented control and instead promote a stable, accountable industry.
Afrika’s vision for a sustainable industry
Jean-Guy Afrika, CEO of the Rwanda Development Board, has laid out a vision for the country’s gaming business that prioritises accountability, compliance, and innovation. His approach is based on the premise that progress must be balanced with responsibility, such that it benefits firms, consumers, and society while maintaining public trust.
Afrika said, “A sustainable gambling industry balances growth with responsibility. By strengthening compliance, responsible gaming, and digitisation, we are building a sector that is trusted, well-regulated, and positioned for long-term growth.”
Compliance and digital transformation play an important role in achieving this aim. Using new technology, regulators can better monitor activities, expedite reporting, and tighten oversight. Digital tools also help to protect consumers by allowing for real-time surveillance of unusual betting patterns and potential breaches.
Rwanda’s regulatory reforms
Rwanda’s National Lottery has gone through some major changes as the country works to strengthen its gaming rules. In April 2026, Moja Rwanda Limited took over as the new operator after winning an open bidding process run by the Rwanda Development Board. The choice reflected a real commitment to being transparent and putting the country’s interests first. The two sides signed a ten-year partnership agreement in May, which gives both regulators and operators the confidence of knowing this arrangement will last.
Rwandan lottery proceeds are utilised to enhance sports, including athlete development programmes, facility repairs, and greater participation. This concept clearly links gambling profits to public-interest initiatives, demonstrating how regulated lotteries can serve national interests.
In October 2025, the Rwandan government revoked the Inzozi Lotto licence, which is a clear indication that the country means business when it comes to making gaming companies accountable. The government found out that Carousel Ltd. had been failing to meet their contractual obligations.
Future licensing and industry opportunities
Rwanda’s reforms show a clear ambition to position itself as a regional leader in responsible gambling regulation. A central part of this vision is reducing gambling-related harm by 2030. This involves collaboration between regulators, operators, healthcare providers, and community groups, supported by education campaigns, player protection tools, and data-driven monitoring.
The goal is to build protections that encourage responsible play while also ensuring that support services are available when needed. Looking ahead, the Rwanda Development Board intends to maintain stakeholder involvement at the heart of licensing and supervision. Opportunities will arise for both land-based and internet operators, investors, and technology vendors.
