Uganda's NLGRB issues new responsible gaming directives
In Uganda, the Responsible Gaming Directives, 2025, have been issued by the National Lotteries and Gaming Regulatory Board (NLGRB) in compliance with the Lotteries and Gaming Act, Cap 334. These directives are an expression of strengthened consumer protection as the different gaming sectors continue to spread throughout Uganda. According to the Board, the directives are meant to guard citizens against the ill effects of gaming.
Contributing to this increased access and popularity of games is the steady growth in the Ugandan gaming industry. In this case, it is evident that the industry has seen considerable growth in terms of the number of players accessing and participating in games. Consequently, different concerns have emerged. In this case, the regulatory authority wants to ensure that players enjoy responsible gaming.
Strengthening player protection
The directives outline three primary goals. The first is to “protect players from gambling-related harm”. The second is to “ensure operators follow strict responsible gaming practices”. The third is to “promote transparency, accountability, and ethical conduct across the sector”. These goals lay the foundation for reforms that affect every licensed operator.
Mandatory responsible gaming messages form part of the key measures. Operators must integrate clear warnings that inform players about harmful practices. The goal is to increase awareness and to encourage safe behaviour among frequent bettors.
Another significant measure is the introduction of “self-exclusion & restricted-person registers”. These registers allow individuals to block themselves from gaming platforms. They also prevent access to persons identified as vulnerable or at high risk. The National Lotteries and Gaming Regulatory Board (NLGRB) views this step as central to responsible market oversight.
Protecting vulnerable groups
The protection of minors and vulnerable persons forms a strong part of the directives. The rule on “protection of minors & vulnerable persons” requires operators to adopt strict verification processes. These processes must ensure that no minor gains access to any gaming service. The Board also expects enhanced monitoring to prevent harmful exposure among high-risk groups.
The directives further prohibit operators from offering credit/inducements. This prohibition eliminates incentives that may encourage unsafe gambling. The Board believes the removal of credit options will reduce financial exploitation and prevent addiction-related harm.
Enforcing compliance and market accountability
Regulators have introduced severe penalties for non-compliance to reinforce discipline in the sector. Operators that fail to follow the directives risk severe regulatory action. These penalties reflect the Board’s intent to strengthen market accountability and ensure uniform compliance.
The directives also promote ethical conduct. Operators must maintain clear communication channels, transparent reporting, and responsible advertising. The Board expects these measures to support a safer environment for all players.
NLGRB’s new benchmark for the industry
Responsible Gaming Directives, 2025, sets out a new framework for the gaming industry in Uganda. It marks a forward-looking progression of Uganda towards conformity with internationally recognised standards of responsible gaming practice. The Board asserts that “these directives set a new benchmark for responsible gaming in Uganda” and that it remains firmly committed to consumer protection.
The Board further stresses that the directives “reinforce the Board’s commitment to protect the public from the adverse effects of gaming while promoting a sustainable, well-regulated industry.” This directive captures the broader agenda that is pursued in the reform package.
The Responsible Gaming Directives, 2025, now stand as the central framework guiding operators and safeguarding players. The measures aim to create a safer market and ensure that industry development continues responsibly.
