Alice Guo gets life term in POGO-linked trafficking case
Former Bamban Mayor Alice Guo has been sentenced to reclusion perpetua or a maximum sentence of 40 years, after a Philippine trial court found her guilty of qualified human trafficking tied to the operations of a Philippine Offshore Gaming Operators (POGO)-linked compound in Tarlac.
The ruling is the first in the country to convict individuals for organising and directing a trafficking scheme, and it marks a decisive escalation in the Philippines’ campaign to dismantle criminal activity operating under offshore gaming structures.
Life sentence in first-of-its-kind trafficking conviction
The Pasig City Regional Trial Court found Guo and several co-accused guilty beyond reasonable doubt for orchestrating a network that recruited and coerced Filipino and foreign workers into forced online scamming activities inside the Baofu Land Development compound. Although employees were recruited under the guise of POGO customer-service work, the court found that the businesses operating inside the compound were not licensed offshore gaming operators and instead served as fronts for large-scale trafficking and fraud.
The court also ordered the forfeiture of the 7.9-hectare Baofu property, which housed the Zun Yuan Technology complex previously raided by authorities for trafficking, forced labour, and scam operations. Payment records, permits, and corporate documents linked Guo and her family’s company to the management and financing of the complex.
Guo appeared via videoconference for the promulgation. Several co-accused remain at large.
Court details structure of trafficking enterprise
In its ruling, the court described a structured organisation in which Guo and her foreign business partners controlled the acquisition of the property and approved the creation of a corporate structure that masked beneficial ownership. One of her employees was presented as a “dummy” incorporator to circumvent land-ownership restrictions. At the same time, business permits were issued or allowed to remain valid despite non-compliance and police reports indicating alleged trafficking within the compound.
The findings reinforce a pattern long raised by lawmakers, that POGO-labelled hubs can be used to facilitate criminal activity behind layers of corporate entities and misleading offshore gaming claims.
Hontiveros: A victory against corruption, human trafficking, cybercrime
Senator Risa Hontiveros, who previously chaired the Senate committee that investigated POGO activity, called the ruling a victory against corruption, human trafficking, cybercrime, and many other transnational crimes.
Hontiveros also issued a warning to individuals and groups who facilitated the operations tied to Guo. “And to all others who enabled Alice Guo’s criminal empire: the Philippines is not a playground for exploitation, infiltration, and espionage. Accountability is coming. Justice always finds a way.”
Gatchalian: “A big win” and a wake-up call to POGO-linked actors
Senator Sherwin Gatchalian, one of the strongest legislative critics of POGO operations, welcomed the verdict.
“The conviction of Alice Guo and her cohorts for qualified trafficking is a big win for the Filipino people, including foreign nationals who have been victimised by various criminal activities perpetrated by POGOs,” Gatchalian said in a Facebook post.
“The rule of law has prevailed, and justice has been served. Her conviction should serve as a wake-up call against Filipinos or foreign nationals alike who seek to take advantage of the bureaucracy to carry out atrocities such as human trafficking and online scams,” he added.
Guo’s legal exposure
The case is only one aspect of Guo’s widening legal exposure. She also faces dozens of money-laundering charges related to financial flows within the same compound. Meanwhile, separate investigations continue across other POGO sites in Porac, Pampanga and nearby provinces.
In July 2024, during his State of the Nation Address (SONA), Philippine President Ferdinand “Bongbong” Marcos Jr. announced the ban on POGO in the country. Marcos said that POGO, disguised as legitimate entities, and their operations have ventured into illicit areas furthest from gaming, such as financial scamming, money laundering, prostitution, human trafficking, kidnapping, brutal torture, and even murder.
