Canada's Loto-Québec debuts Incentive Games titles

Loto-Québec has launched real-money content from Incentive Games for the first time, marking a major expansion of its online gaming portfolio. The partnership opens the Canadian market to Incentive Games, positioning the company for broader growth.​

Incentive Games’ entry into Canada

Incentive Games, a leading B2B provider of real-money and free-to-play titles, is introducing crash and arcade-style games through its real-money division, Incentive Studios. The first wave of titles is already live on Loto-Québec’s platform, with additional releases scheduled for 2026.​

Ahmed Baker, Chief Commercial Officer at Incentive Studios, called the partnership a milestone in the company’s regulated market expansion. He highlighted Loto-Québec’s reputation as a trusted operator committed to responsible play and high-quality entertainment, according to a local media outlet, Canadian Gaming Business.​The rollout is supported by Incentive Games’ distribution deal with Light & Wonder, ensuring seamless delivery of its real-money portfolio to Loto-Québec players.​

Expansion beyond Québec

Incentive Games is also preparing to enter Ontario, Canada’s only open and competitive regulated iGaming market. The company secured market access in 2025 after receiving a license from the Alcohol and Gaming Commission of Ontario (AGCO), according to several media outlets.​

Building on this momentum, Incentive Games announced a partnership with British operator bet365, a leading global betting brand, to launch real-money titles in Ontario and other international markets. The company already collaborates with bet365 on free-to-play offerings such as Prize Matcher and Tournament Challenge predictor games for European soccer.​

Growth in online gaming

The first wave of Incentive Games’ real-money titles will debut on bet365’s Ontario casino this year, with plans to expand into several U.S. states that permit online casino gaming.​

As quoted on several local media outlets, in December 2025, Jean-François Bergeron, President and CEO of Loto-Québec, noted that the lottery’s online gaming division posted 17 percent year-over-year growth between April 1 and April 30, 2025, underscoring the sector’s strong momentum.​

Canada’s tech innovation, evolving regulations, and rising player demand are fuelling growth. iGaming revenue was forecast to reach CAD5.55 billion ($4.09 billion) in 2025, as reported by local media.​

Canadian iGaming landscape

Each province regulates its own gambling sector, deciding whether to allow online casinos and betting. In Québec, it is operated exclusively by Loto-Québec, a crown corporation offering lottery, casino, and sports betting under a government monopoly.​

Meanwhile, in Ontario, it is the only province with an open, competitive market. Since 2022, private operators have been licensed by the AGCO and managed by iGaming Ontario, shifting play from offshore sites to regulated platforms.​

Around 75 percent of Canadians participate in some form of gambling, from lottery tickets to online slots and sports betting. Younger players are increasingly drawn to fast-paced formats like crash and arcade games, creating opportunities for companies such as Incentive Games, as reported by local media.​

Provincial operators emphasise safeguards and player protection. Ontario’s success is sparking debate in other provinces about opening their markets, while global operators like bet365 are using Ontario as a launchpad for North American expansion.
