Missouri grants mobile betting licences to DraftKings, Circa
The Missouri Gaming Commission granted mobile sports betting licences to DraftKings and Circa Sports on 15 August 2025, according to local media report. With these licences, both operators can enter Missouri independently, without requiring alliances with regional sports teams or casinos. Mobile sports betting is scheduled to go live in the state on 1 December 2025.
MGC’s decision
Following its meeting on 13 August 2025, the Missouri Gaming Commission awarded mobile sports betting licences to DraftKings and Circa Sports. FanDuel, which also applied, did not receive a licence and is expected to seek entry through a team partnership.
DraftKings’ victory
DraftKings confirmed its receipt of one of Missouri’s two direct mobile sports betting licences. Matt Kalish, President of DraftKings North America, acknowledged the approval and noted the company’s plans to operate in the state. With Missouri included, DraftKings now holds licences in 29 states.
Kalish stated, “We’re pleased to secure one of two direct mobile licences in Missouri. Missouri is home to several professional teams and deeply passionate fanbases, and we look forward to enhancing their sports experience with a dynamic and responsible mobile platform.”
DraftKings’ strategy in Missouri
DraftKings plans to offer features such as live betting, player props, and same-game parlays in the state of Missouri. The company also intends to implement responsible gambling measures, including betting limits and self-exclusion tools. Its strategy includes engaging with local sports audiences, particularly fans of teams such as the Kansas City Chiefs and the St. Louis Cardinals.
Circa Sports’ surprise win
After being reviewed by the Missouri Gaming Commission, Circa Sports was granted one of Missouri’s two licences for mobile sports betting. In addition to acknowledging the decision, CEO Derek Stevens described the company’s emphasis on providing high-limit bets and competitive odds.
CEO Derek Stevens praised the commission’s decision, stating, “We didn’t win by trying to be the biggest. We won by staying true to who we are… Circa Sports is built for bettors, with sharp odds, high limits, and a low hold. We can’t wait to get started!”
Circa Sports outlined its community engagement plans during its licence pitch, including its Club One loyalty programme with 81,000 Missouri members, sponsorship of local events, and support for youth sports. The company emphasised a local engagement strategy over a national scale.
FanDuel’s setback
FanDuel did not receive one of Missouri’s two direct mobile sports betting licences, despite its involvement in the state’s legalisation efforts. The Missouri Gaming Commission awarded the licences to DraftKings and Circa Sports. FanDuel later announced a market access agreement with St. Louis CITY SC to operate in Missouri starting December 2025.
FanDuel’s position in Missouri
FanDuel did not receive a direct mobile sports betting licence in Missouri. Despite its involvement in the legalisation campaign, the Missouri Gaming Commission awarded licences to DraftKings and Circa Sports. FanDuel later secured market access through a partnership with St. Louis CITY SC and is set to begin operations in December 2025. The company currently operates in 25 states.
