Paraguay consolidates regulated growth in the gaming sector
The gaming sector in Paraguay generated record revenues between January and August 2025, according to the Paraguayan National Gaming Commission (CONAJZAR). Official data shows a 14.93% increase in tax collection, reaching PYG. 138.741 billion. This growth, driven by regulatory reforms, strengthens Paraguay’s appeal to regional operators.
Monthly evolution and sector performance of gaming in Paraguay
The Paraguayan gaming sector grew significantly throughout the first eight months of 2025. In January, contributions collected amounted to PYG. 15,163,090,378; in February, they rose to PYG. 16,081,982,377, and in March, the figure reached PYG.16,201,667,396. These figures show a positive trend that continued in April with PYG. 16,711,347,093. The upward trend was consolidated in May with the most significant year-on-year jump: PYG. 18,726,027,791, representing a relative variation of 36.41% compared to the same month of the previous year, according to CONAJZAR.
June also set the annual high with PYG. 18,827,438,322, marking a 36.83% increase. In July, revenue was PYG. 18,550,900,850 and in August, PYG. 18,479,114,902, reaffirming the stability of the sector. As a result, the cumulative value during the period studied significantly exceeded the revenue barrier recorded in 2024.
Year-on-year comparison: key figures and factors for gaming in Paraguay
The difference is striking when comparing current revenue with that of previous years. During the same period in 2024, revenue was PYG. 175.768 billion, and in 2023, it was just PYG. 158.080 billion. The absolute variation compared to last year is PYG. 26.238 billion, a strong recovery that shows the effect of regulatory changes and the industry’s vibrancy, CONAJZAR said.
In addition, August stood out with a relative variation of 25.83% compared to the previous year, reflecting the growing interest and participation in regulated games. In this regard, the distribution of the resources obtained in August reached PYG. 18.54 billion, directed towards the Public Treasury, DIBEN, subnational governments and the DNIT.
New regulatory framework for gaming in Paraguay and its effects
The sector’s current pace is a response to the legislation reform that the government has been promoting since May 2025, not a coincidence. The implementation of the new gaming law seeks to offer a more modern and efficient framework. Initially, Law No. 1016/1997 promotes balanced development of the sector while protecting the public interest. In addition, it promotes transparency and administrative efficiency, according to CONAJZAR.
This framework increases legal certainty for investors and operators. Furthermore, sustained revenue collection enables future investments and greater value creation for the country. There is a noticeable progressive professionalisation of the environment, especially in the management and control of the funds collected.
Distribution and destination of resources generated by gaming in Paraguay
In August 2025, the resources collected by the gaming sector in Paraguay totalled PYG. 18.54 billion, distributed among the Public Treasury, the DIBEN (Directorate of Charity and Social Assistance), departmental and municipal governments, and the DNIT, according to a report by the Paraguayan Ministry of Economy and Finance. This controlled distribution reflects the positive impact of the industry on the financing of public projects and social programmes, strengthening the confidence of operators, investors and market players. The resources generated by gaming in Paraguay finance social programmes, local development and critical public projects, improving the quality of life and public services, such as health and education, at the national and subnational levels.
Current state of gaming in Paraguay
Although the increase in contributions and monthly stability already represents a significant change, CONAJZAR’s oversight aims to ensure continued growth under conditions of transparency. In August 2025, the amount of money distributed by gaming was more than PYG. 18.54 billion. This sum helped several public entities and showed how the gaming industry has a positive impact on the economy, according to CONAJZAR.
The gaming sector in Paraguay is showing signs of consolidation and maturity. Therefore, the resulting environment offers certainty to operators, suppliers and sponsors interested in Latin America, who can anticipate favourable scenarios for future investments or expansion.
