Ghana’s Gaming Commission mandates biometric verification for all gambling activities

The Ghana Gaming Commission (GCG) has recently made a significant achievement that will revolutionise the face of gambling in the country. Currently, all gambling operators are required to implement biometric authentication, either through facial recognition or fingerprint scanning, on their corporate systems. This is to enhance security measures and promote responsible gambling in Ghana’s rapidly growing gaming industry.

An initiative to combat fraudulent practices and underage gambling

On 4 August 2025, the Gambling Commission of Ghana (GCG) explained its reasoning behind this new policy in a formal letter. The GCG stated that the introduction of biometric verification is a core element of its efforts to safeguard the industry against the negative impacts of money laundering, underage gaming, and other illicit activities. Acting Gaming Commissioner Emmanuel Siisi Quainoo said, “This policy will promote responsible playing habits. By associating participation with proven biometric identities, operators will be able to monitor playing patterns, set betting limits, and introduce exclusion programs for vulnerable or self-excluded players.”

The law mandates rigorous identification procedures

Ghana’s legislation has been updated to accommodate this initiative. Following Article 2111 of the Legislative Instrument (L.I.), the national identification card will be accepted as the only valid means of identification among all online gambling businesses. The operators are required to provide direct connectivity between their systems and the National Identification Agency (NIA) database. Additionally, the use of other forms of identification to authenticate customer identities is no longer accepted ensuring that the government remains committed to maintaining a transparent and safe gambling environment.

Implementation timeline and compliance expectations

The operators have thirty days within which to complete the integration of the biometric identification system. They have to recognise their patrons by their faces or fingerprints before taking bets and before paying out winnings. A smooth transition is assured by requiring all licensed casinos, betting halls, and websites to present their integration plans to the National Intelligence Agency (NIA) within fourteen days. Failure to comply with this requirement may result in non-payment or non-renewal of the operating license.

Enforcement and industry standards

The Gaming Commission of Ghana (GCG) categorically stated that non-compliance is not an option. Although enforcement of this kind of regulation might result in a short-term suspension of betting operations, the regulator emphasised that building a responsible and fair gaming industry in Ghana remains of utmost importance to the Commission. The letters highlighted that “compliance with this directive is being actively monitored and will form part of each operator’s operational audit.” The GCG was hopeful that all operators would strictly adhere to all new regulations, thereby improving industry standards in line with international best practices and country development goals.
