Italy: FAIR Foundation explores how Artificial Intelligence could reshape player protection in online gaming
Player protection is once again under the spotlight following the introduction of Italy’s new online gaming concessions. Among the most significant developments is the requirement for operators to implement behavioural monitoring systems to prevent gambling-related harm and strengthen responsible gaming measures.
According to Stefano De Vita, Director General of the FAIR Foundation (Future Artificial Intelligence Research), this marks a potentially pivotal shift: moving away from a model based on standardised rules towards a more dynamic system grounded in the analysis of individual player behaviour.
Until now, player protection has largely relied on uniform tools such as deposit limits, spending caps, time restrictions, self-exclusion mechanisms and generic informational messages. These safeguards remain essential and are embedded in Italy’s regulatory framework for remote gambling. However, their limitations are increasingly evident, particularly due to their broad application and often reactive nature.
The role of Artificial Intelligence in behavioural monitoring
The move towards behavioural analysis opens the door to more advanced data use. In this context, Artificial Intelligence stands out as a potentially transformative tool, thanks to its ability to process large volumes of data and detect subtle changes in gaming patterns.
By monitoring variables such as session frequency, duration, spending levels, and playtime, these systems can help identify even minor behavioural shifts. The aim is not to replace existing safeguards, but to enhance them by enabling a more precise and timely understanding of risk signals.
FAIR Foundation highlights that the real value of this approach lies in focusing on the individual player’s journey, rather than relying solely on fixed thresholds or statistical averages.
Prevention and tailored interventions
One of the most promising aspects of this model is its capacity for early intervention. Traditional systems often react only once problematic behaviour has become evident, whereas behavioural analysis allows operators to identify early warning signs.
For instance, an increase in late-night sessions, sudden spending spikes, or repeated adjustments to previously set limits may all serve as indicators requiring closer attention. Taken in isolation, these factors do not necessarily indicate harmful behaviour, but their combination can act as a meaningful signal.
Within this framework, so-called “soft interventions” also play a role. Contextual alerts, personalised suggestions or prompts encouraging players to reflect on their activity can be more effective than generic messages, particularly when delivered in a timely, context-specific manner.
The contribution of scientific research
To ensure these systems deliver real value, technological analysis must be supported by established scientific evidence. Tools such as the Problem Gambling Severity Index (PGSI), widely used internationally, help assess the severity of gambling-related harm and add an important layer of insight to behavioural data.
The integration of technology and research is therefore crucial. Behavioural monitoring systems reach their full potential when informed by validated psychological and social models, rather than relying solely on algorithmic interpretation.
The strategic dilemma: protection or monetisation?
Alongside the opportunities, however, comes a critical question. The same technology that can be used to protect players can also be deployed to increase engagement and maximise the customer’s economic value.
Artificial Intelligence, in itself, is neither inherently protective nor harmful. Its impact depends on the objectives it is given, the metrics that guide it and the governance framework within which it operates. For this reason, adopting advanced tools is not enough; it is essential to define clearly how and why they are used.
Regulation and governance in the age of AI
At a European level, this issue is gaining increasing attention. The Artificial Intelligence Act introduces a risk-based framework that sets out requirements for transparency, data quality, and human oversight.
While the regulation does not explicitly classify the gambling sector as a standalone high-risk category, the use of AI to analyse individual behaviour and detect vulnerability raises significant governance considerations.
This makes it essential to establish shared guidelines, consistent criteria for identifying risk profiles and accountability mechanisms capable of assessing not only the presence of these systems, but also their real-world impact.
Towards a more mature model of responsible gaming
The trajectory outlined by the FAIR Foundation invites broader reflection on the industry’s future. The adoption of behavioural analysis systems could either remain a mere compliance exercise or become a strategic lever for the sector’s long-term sustainability.
A more advanced approach to responsible gaming – one grounded in scientific evidence, transparency and measurable outcomes – has the potential to strengthen player trust and enhance the industry’s reputation.
