North Carolina’s Lumbee Tribe advances casino-linked amendment
The Lumbee Tribe of North Carolina has voted 17 to 2 to approve a constitutional amendment that analysts say could pave the way for major economic development, including potential casino operations. The ruling comes after the tribe’s historic federal recognition in December 2025, which provided access to rights under US gaming laws, increased economic prospects, and expanded self-governance.
The amendment does not specifically address gaming, but it coincides with the tribe’s recent acquisition of 241 acres close to Interstate 95, which clearly implies that plans for a major development project are already underway.
Why this amendment matters now
The proposed constitutional amendment is intended to enable the Lumbee Tribe to capitalise on the increased prospects brought about by their recent federal recognition. The tribe would be in a better position to oversee major economic endeavours, like a casino, and to more efficiently regulate, collaborate, and distribute resources if its governing structures were updated. Without these adjustments, the tribe could find it difficult to react swiftly to new endeavours; with them, it acquires the means to take decisive action in this new era.
Congress formally recognised the Lumbee Tribe as the 575th federally recognised tribe in the United States in December 2025, following more than a century of effort. With between 55,000 and 60,000 members, the Lumbee Tribe is currently one of the largest east of the Mississippi River. Important issues about how they might utilise these new opportunities in the future are raised by this milestone.
Constitutional amendment explained
As it pursues projects that potentially influence its economic future, the Lumbee Tribe is putting out a constitutional change to strengthen governance and increase openness and oversight of significant economic projects. Some of the key components include defining revenue distribution, establishing regulatory oversight mechanisms, working with government agencies and developers, and developing legal frameworks for enterprises. Even though gaming is not mentioned explicitly, the framework provides the tools needed to sustain companies like casinos.

Economic potential
In January 2026, the Lumbee Tribe purchased 241 acres of land in Robeson County, setting itself up for a significant economic development project along Interstate 95, one of the main travel routes on the East Coast that connects cities from Florida to the Northeast. Tribal officials are considering the property as a possible location for a casino or other major development because of the highway’s consistent traffic flow. It is anticipated to create about 3,000 jobs, which gives Robeson County, which has long struggled with ongoing economic difficulties, a great deal of hope.
According to Tribal Chairman John Lowery, federal recognition may bring in $70–80 million a year through federal programmes, and casino operations might bring in hundreds of millions more, in addition to local development that would lead to greater job opportunities.
There are currently three tribal casinos in North Carolina that are governed by federal law: the Catawba Two Kings Casino, Harrah’s Cherokee Casino Resort, and Harrah’s Cherokee Valley River Casino & Hotel. With the Cherokee casinos helping to revitalise communities in western North Carolina, these establishments have shown that tribal gaming can boost local economies.
Steps required before casino approval
A Lumbee casino needs to fulfil a number of requirements before it can proceed. The constitutional amendment must first be approved by a vote of the entire tribe membership. The land acquired close to Interstate 95 would then have to be put into federal trust, a procedure that can take years and entail federal approval.
Lastly, the tribe would need to negotiate a contract with the state of North Carolina in order to operate a full casino under Class III gambling. These requirements are important roadblocks in the development process since they are all complicated, time-consuming, and politically delicate.
