The Namibia Revenue Agency and the Gambling Board of Namibia have signed a memorandum of understanding (MoU) to strengthen cooperation. The agreement aims to improve regulatory coordination, compliance monitoring and revenue protection within Namibia’s gambling industry.
Authorities say the partnership will improve oversight across taxation, licensing and the importation of gaming equipment. The agreement establishes a framework for collaboration between the country’s tax authority and the national gambling regulator. Officials noted that effective coordination remains essential in a sector with significant fiscal and socio-economic implications.

Focus on compliance and revenue protection
Under the arrangement, the two institutions will share information and coordinate enforcement activities. The cooperation aims to ensure that gambling operators comply with national regulations and financial obligations.
Authorities believe stronger coordination will help identify gaps in oversight across the industry. Such gaps could lead to revenue losses or encourage unregulated gambling activity if left unaddressed. The agreement also focuses on addressing revenue leakages within the sector.
Both entities will strengthen monitoring mechanisms and improve compliance verification processes. The MoU also introduces joint enforcement initiatives designed to enhance regulatory efficiency. These measures aim to ensure that gambling equipment and operations adhere strictly to national laws.
Officials emphasised the importance of transparency and accountability in the implementation process. They stated, “By strategically aligning revenue collection mechanisms and regulatory controls, we are reinforcing transparency, accountability, and institutional integrity. Ultimately, this partnership strengthens the government’s ability to collect lawful revenue, curb illicit activities, uphold the credibility of the regulatory environment, and protect society and the economy against the overstimulation of the latent demand for gambling activities.”
Monitoring imported gaming equipment
A key focus of the partnership involves monitoring gambling equipment entering Namibia. The collaboration will strengthen oversight of gaming machines imported through ports and border entry points. NamRA oversees customs processes at these entry points across the country.
Meanwhile, the Gambling Board of Namibia is responsible for approving gaming devices used in licensed establishments. Through coordinated action, the agencies intend to ensure strict compliance procedures. All gaming equipment must be declared, inspected and authorised before use in casinos or betting venues.
Authorities expect this process to reduce illegal equipment entering the gambling market. Stronger monitoring could also limit unregulated gambling operations using unauthorised devices.
Implementation and oversight of the agreement
The agreement is enacted through periodic reviews of the implementation of such a memorandum, which allows both parties to assess their progress and cooperation. If there is a problem or a challenge in operation, changes can always be made.
Sam Shivute, Commissioner of the Namibia Revenue Agency, highlighted the importance of consistent follow-up. He said, “We need to make sure that the memorandum of understanding is implemented. We need to commit so that, either quarterly or after six months, we meet generally. We meet, review the progress, check where the weaknesses are, and so on. Additionally, what is the impact of the memorandum of understanding? We need to be able to measure that.”
Growing gambling sector drives regulatory cooperation
The partnership comes as Namibia’s gambling sector continues expanding. The country has experienced growth in casinos and betting outlets in recent years. This expansion has also increased the industry’s contributions to government revenue.
