PayPal moves towards a US banking licence: a strategic shift to strengthen support for SMEs

PayPal is taking a decisive step towards a profound transformation of its business model in the United States. The global digital payments giant has applied to establish PayPal Bank. This regulated banking institution would allow the company to significantly expand its range of financial services, with a strong focus on small and medium-sized enterprises (SMEs).

This move represents a strategic turning point that could redefine PayPal’s position within the US fintech ecosystem, bringing it closer than ever to the operational perimeter of traditional banks.

Application submitted to US regulatory authorities

The application to establish PayPal Bank has been filed with the relevant authorities, including the Federal Deposit Insurance Corporation and the Utah Department of Financial Institutions. The new entity is expected to operate as an industrial bank, a structure recognised under US law that enables non-banking groups to provide regulated financial services, including lending and deposit-taking.

The approval process is complex and subject to rigorous scrutiny, particularly in terms of capital strength, governance and regulatory compliance. Only upon completion of this process will PayPal be able to launch the bank’s operations formally.

A strong focus on small businesses

According to statements from PayPal CEO Alex Chriss, the primary objective of the initiative is to strengthen support for US SMEs. This segment often faces challenges when accessing credit through traditional banking channels. Establishing an in-house bank would allow PayPal to operate more efficiently, offering more direct and integrated financial solutions within its digital ecosystem.

In recent years, PayPal has already played a significant role in financing small businesses by providing capital and credit products tailored to their needs. Securing a banking licence would represent a natural evolution of this strategy, enabling the company to broaden its offering and internalise activities that are currently handled through partner banks.

Savings accounts and a more comprehensive banking offering

Among the services under consideration is the launch of interest-bearing savings accounts, a segment in which PayPal is already active through solutions supported by third-party banks. With PayPal Bank, however, the company would be able to manage deposits directly, operating within a fully regulated banking framework and benefiting from federal deposit insurance protections.

This shift would allow for deeper integration between payments, savings and lending, strengthening PayPal’s value proposition for both consumers and businesses. In an increasingly competitive market, service integration has become a key factor in enhancing customer loyalty and expanding ecosystem value.

Direct competition with traditional banks

PayPal’s potential entry into the US banking sector is part of a broader transformation reshaping the financial services industry. A growing number of fintech operators are seeking to narrow the gap between digital financial services and traditional banking, leveraging speed, simplicity and advanced data capabilities.

For established banks, PayPal’s move represents additional competitive pressure, particularly in the SME segment and across digital-first services. For the market as a whole, it could translate into a broader range of financial solutions and a further acceleration of innovation.

European experience as a strategic precedent

PayPal is not entering this space without prior experience. In Europe, the company has operated for years under a banking licence obtained in Luxembourg, allowing it to provide regulated services across several EU countries. This experience offers strategic continuity and demonstrates PayPal’s long-standing familiarity with banking regulation.

The US initiative can therefore be seen as an extension of a model already tested in other markets, adapted to the specific characteristics of the American regulatory framework.

Outlook and implementation timeline

It remains to be seen how long the approval process will take and what the full operational scope of PayPal Bank will be once regulatory clearance is granted. The review could take several months, and it is unlikely that all banking functions would be launched simultaneously.

What is already clear, however, is that PayPal is making a determined push to strengthen its role within the financial sector, moving beyond digital payments to build an offering increasingly aligned with that of a full-service bank.

Should the initiative receive final approval, PayPal Bank could mark a pivotal moment in redefining the boundaries between fintech and traditional banking, with potentially significant implications for the digital economy and access to credit for US small and medium-sized enterprises.
