Resorts World New York City (RWNYC) has proposed a $2.5 billion contribution to the Metropolitan Transportation Authority (MTA) over four years, contingent on receiving one of New York State’s commercial casino licences. Robert DeSalvio, President of Genting Americas East, stated that the expansion project is intended to support economic development and improve transit funding.

The New York Gaming Facility Location Board is set to issue three downstate casino licences by 1 December to expand the state’s gaming industry. With MGM Yonkers recently withdrawing its bid, Resorts World New York City remains the only operational commercial casino in the region, positioning it as a likely candidate for one of the available licences.
$2.5 billion contribution to MTA
The proposal by Resorts World New York City calls for $1.9 billion in anticipated tax contributions over four years, plus a $600 million licence fee, for a total of $2.5 billion. The money is meant to help the MTA, which is currently having financial difficulties. The suggested sum is more than the MTA’s existing $1.8 billion income forecast.
The casino has given $2 billion to the state’s racing sector and more than $5 billion to New York’s public school system. It has established itself as a formidable competitor in the state’s casino licencing process thanks to its high annual visitor traffic, steady revenue generation, and support of local funding initiatives.
The financial proposal includes a $600 million upfront licence fee, $100 million above state requirements, and $1.9 billion in gaming tax payments through 2029. If approved, the casino could begin contributing revenue by March 2026, ahead of other proposed casino developments.
Timeline of implementation
If approved by the end of 2025, Resorts World New York City plans to begin full-scale operations by March 2026. This timeline would allow the Metropolitan Transportation Authority and state education programs to start receiving revenue earlier than other proposed casino projects. The proposed expansion involves a $5.5 billion investment, one of the largest in Queens. It is expected to create jobs, support local businesses, and increase economic activity in South Ozone Park.
Resorts World New York City has proposed redeveloping the Aqueduct Racetrack into a 5.6 million-square-foot integrated resort. More than 6,000 slot machines, 800 gaming tables, a 7,000-seat entertainment center, 2,000 hotel rooms, more than 30 restaurants and bars, a 500,000-square-foot casino floor, and increased parking facilities are all part of the plan.
DeSalvio stated, “This is not just a casino expansion. It’s a transformative economic development project that will keep New York City moving in every way. Resorts World New York City is the only bidder that can deliver a steady flow of new revenue for the MTA starting in 2026. This is a promise to the MTA and the people who rely on it that we are here to provide support.”
The proposed redevelopment includes facilities intended for a broad range of visitors. In addition to gaming, the complex will offer live entertainment, dining options, and accommodations. Resorts World New York City currently employs approximately 1,000 workers. The expansion is expected to create 5,000 permanent jobs and 5,000 union construction positions. Half of these new roles are planned for Queens residents.
Support from local leaders
The projected expansion of Resorts World New York City has received backing from a number of local leaders. According to State Senator James Sanders Jr., the project might enhance accessibility and give the MTA urgent financial relief.
Assemblywoman Stacey Pheffer Amato noted the scale of the proposed contribution and referenced the casino’s 14-year operational history. Assemblywoman Alicia L. Hyndman stressed the importance of private sector participation in financing public projects. The Queens Community Board 10 Chair, Betty Braton, emphasised the casino’s involvement with the neighborhood and its initiatives to enhance accessibility at Aqueduct.
The proposed expansion aims to support multiple sectors, including public transit, education, employment, and tourism. By 2026, if authorised, Resorts World New York City might be the first full-scale casino in the city, bringing in money for public services in all five boroughs.
