Swedish regulator probes high deposit limits for young players
The Swedish Gambling Authority, Spelinspektionen, has launched a new supervisory review into how licensed gambling operators handle players who set higher monthly deposit limits, with a particular focus on younger players.
The regulator announced on 27 April 2026 that operators must contact customers who set a deposit limit above SEK 10,000 (around US$1,050) per month as part of their duty of care obligations.
The review examines whether gambling companies comply with Chapter 11, Section 5 of the Gambling Ordinance (2018:1475), which requires licence holders to contact players who choose a deposit limit of more than SEK 10,000 per month. Spelinspektionen stated that the examination has a particular focus on young players.
Duty of care requirements under Swedish law
Under Swedish gambling regulations, licensed operators must take measures to reduce the risk of excessive gambling and support consumer protection.
One of these requirements applies when a player sets a monthly deposit limit above SEK 10,000 (US$1,050). In such cases, the operator must contact the player as part of its duty of care.
The latest supervision will assess how operators handle these cases and whether they are meeting the legal requirement. The regulator has not provided further details on possible enforcement outcomes at this stage.
The companies included in the supervision are CoinToss Limited, Honeysuckle Services Limited, Mr Green Limited and Mr Vegas Ltd.
These operators will be reviewed on how they respond when customers set higher deposit thresholds and whether they contact players in accordance with Swedish law. The review forms part of Sweden’s wider regulatory oversight of responsible gambling obligations among licensed operators.
Recent action against unlicensed gambling
On the same day, Spelinspektionen also announced that it had banned Rust Clash Entertainment Ltd from targeting games towards Sweden.
According to the regulator, the company does not hold a licence to provide gambling services in Sweden. The Swedish Gambling Authority said it had therefore prohibited Rust Clash Entertainment Ltd from providing games in the Swedish market without the necessary licence.
Spelinspektionen stated that it prioritises measures that contribute to gambling taking place with operators that hold a Swedish gaming licence. The authority also said it publishes the grounds for its decisions to ban illegal online gambling on its website.
Earlier, on 24 April 2026, the regulator also issued a remark to Skebobruk Cultural Association after reviewing its website, bokstaslotteriet.se, where it provides games. The review found several shortcomings, including missing information about the legal age limit for gambling.
The regulator said this information must be clearly displayed on the website and is a requirement under responsible gambling and information obligations rules. As a result, the association received a formal remark.
Wider compliance focus across Europe
Alongside Swedish regulatory action, wider European compliance developments are also continuing. On 23 April 2026, the EU’s Anti-Money Laundering Authority, AMLA, opened two new public consultations concerning risk assessment and common minimum requirements for groups.
The consultations cover draft regulatory technical standards on group-wide minimum requirements and additional measures for subsidiaries and branches in third countries, with responses due by 15 June, and draft guidelines for cross-functional risk assessment, with responses due by 15 July.
AMLA stated that all stakeholders can submit responses and that the consultations provide an opportunity to influence future regulations. The authority also said it will launch further public consultations during 2026.
Continued regulatory oversight
The latest supervision shows that deposit limits and operator intervention remain an important part of Sweden’s responsible gambling framework. The regulator is checking not only whether players set deposit limits, but also whether operators contact them when spending levels become higher. This review also gives special attention to younger players under the existing gambling rules.
