Philippine gaming technology firm PhilWeb Corp. has announced a series of partnerships to expand its role in the country’s regulated online gaming market, marking a clear shift towards a business-to-business, platform-led model.
The company’s latest agreement with Travellers International Hotel Group Inc. will see it support online gaming operations linked to Newport World Resorts. The collaboration centres on NWPRPlay, an online gaming platform overseen by the Philippine Amusement and Gaming Corporation (PAGCOR), the country’s gaming regulator.
Under the deal, which remains subject to regulatory approval, PhilWeb will provide the underlying technology infrastructure, system support and maintenance, as well as content integration and operational services. The arrangement expresses a broader repositioning of the firm away from direct consumer-facing gaming and towards backend service provision.
Third such agreement within days
This is the third such agreement signed by PhilWeb in recent weeks, pointing to a deliberate effort to embed itself within the country’s licensed gaming system. By working with an established integrated resort operator, the company obtains entry to a large and multifaceted customer base. Newport World Resorts combines gaming facilities with hotels, retail outlets, and entertainment venues, presenting notable scale and visibility.
The approach also suggests a change in how the company expects to generate revenue. Rather than relying on direct play, PhilWeb is building recurring income streams through service contracts, which tend to offer greater predictability and potentially higher margins over time.
Alongside this, the company has entered a new market segment through partnerships with PT Gaming and NUSTAR Online. These agreements will underpin the launch of a content distribution and aggregation platform, marking PhilWeb’s entry into a segment that connects multiple game providers with operators through a single system.
PAGCOR accreditation behind expansion
The expansion follows the company’s securing accreditation from PAGCOR, which allows it to operate as a gaming affiliate and service provider. This status enables PhilWeb to deliver technology solutions, integrate systems, and provide operational support to licensed operators, without directly running games itself.
PhilWeb’s president, Brian Ng, described the development as a pivotal moment, pointing to a more orderly and transparent regulatory environment. The company has declared it intends to work closely with both regulators and industry partners as sector oversight tightens.
The firm’s strategy is based on an asset-light model, focusing on platform management, systems integration, and operational services. This allows it to scale across multiple partners without needing considerable investment in physical gaming infrastructure.
PhilWeb has already established relationships with several major operators, including Hann Casino Resort and Okada Manila, where it has provided platform and infrastructure support. It has also worked with FBM Philippines on nationwide system rollouts.
Its partnership with Hann marked its entry into the domestic online gaming segment earlier this year. The platform, launched in February, operates within PAGCOR’s eGames and Philippine Inland Gaming Operator framework and targets local players.
It offers more than 3,000 casino titles, integrated payment systems such as GCash and Maya, and round-the-clock operational services and compliance measures.
