Ukraine's gambling industry hit with record penalties
Ukraine’s state gambling regulator, PlayCity, has revoked the operating licence of Favbet Game Slots and imposed a record fine of UAH933 million ($21.17 million) following a major compliance investigation. 108 gaming machines were discovered and failed to meet certification requirements, raising concerns about fairness and compliance with state standards.
PlayCity was only created in 2025 to replace the Commission for the Regulation of Gambling and Lotteries (KRAIL). It oversees licencing, compliance, and enforcement across the gambling sector. Additionally, it highlights digital monitoring and transparency, underscoring Playcity’s tougher stance on violations. The regulator integrates real-time data into enforcement decisions, allowing immediate licence suspension or fines.
Spaceix and Cosmolot licence cancellation
In a separate case, PlayCity cancelled the licence of Spaceiks, the operator of the online casino Cosmolot, after uncovering payment processing violations. Acting Minister of Digital Transformation Oleksandr Bornyakov reported that the company accepted peer-to-peer (P2P) card transfers instead of approved transparent payment methods.
Spaceiks was fined nearly UAH13 million ($294,840), including UAH8.6 million ($195,048) for P2P payments and UAH4.3 million ($97,524) for allowing account top-ups via third-party cards.
These latest penalties are the largest in Ukraine’s gambling history. In the past, previous fines rarely exceeded tens of millions. But PlayCity’s actions signal that non-compliance now carries consequences severe enough to threaten operators’ survival.
Ukraine is aligning with other strict European regulators, such as the UK Gambling Commission, which is known for its multimillion-pound fines. One example is the British gambling company William Hill, which in 2023 was fined £19.2 million ($25.9 million) for breaches of social responsibility and AML regulations. Additionally, Entertain was fined £17 million ($22.9 million) for similar failures.
Regulators in Germany, the Netherlands, France, Spain, and Italy have also increasingly coordinated against illegal online gambling. EU’s upcoming Anti-Money Laundering Authority (AMLA) will harmonise rules, potentially raising compliance costs but improving cross-border oversight.
Strengthening oversight via a monitoring system
Gambling was re-legalised in 2020 under Bill 2285-D after a decade-long ban. By Q1 2025, gambling taxes generated UAH5.4 billion ($135 million), a 20.4 per cent year-on-year increase, with annual revenues projected to reach $240 million, according to several media outlets.
The crackdown coincides with the launch of Ukraine’s State Online Monitoring System, which allows tax authorities to access transaction records, calculate gross gaming revenue, and enforce tax compliance. Licenced activities now include online casinos, land-based casinos, slot halls, sportsbooks, lotteries, and test labels. Russian-linked operators were largely removed from the market in 2025, opening space for Ukrainian firms and foreign investors.
Additionally, local operators are early adopters of AI, machine learning, AR/VR, and blockchain technologies to boost transparency and customer service.
Collaboration against illegal advertising
PlayCity has also extended its oversight beyond operators to influencers and advertisers. For one, it has partnered with YouTube to ban illegal gambling ads. Its stricter rules on promotions are being enforced, as are penalties targeting both illegal platforms and individuals who promote them.
Despite gambling being already legal, there is still a large amount of gambling that happens in semi-criminal or offshore spaces. Legal operators face heavy compliance costs, while lotteries and unlicenced platforms exploit loopholes. Experts also caution that overly strict rules could inadvertently drive players back to unregulated markets, according to media reports.
