Curaçao updates regulatory requirements for LOK compliance

On 20 January 2026, the Curaçao Gaming Authority (CGA) introduced changes to its online portal. It published a set of updated and new regulatory documents designed to help licensees comply with the requirements of the Landsverordening op de Kansspelen (LOK). The updates promote consistent and transparent use of the portal.

Four documents were included in the update: the Online Portal User’s Manual with incident and complaint reporting modules, the Domain Management for Licensed Operators manual, the Domain Management API Guidelines (technical recommendations), and the Portal Roles and Access document outlining roles and access rights.

Incident and complaint reporting for licensees

The updated user manual now contains two new sections. The section ‘Incident Reporting Module’ explains the obligations of licensees under Article 5.10 of the LOK and the procedure for reporting qualifying incidents through the portal. CGA reminds licensees that they must report such incidents without delay, and submission through the portal is mandatory with immediate effect.

The other section, ‘Player Complaint Reporting,’ describes the procedure for B2C operators to periodically report player complaints by status and category in accordance with the CGA policy of 18 June 2025. It also provides step-by-step instructions for completing and submitting these reports through the portal.

Updates to B2B and B2C domain management

The new domain management guide details the process of registering, verifying, and activating domains for license holders. B2C operators are required to register all player-facing domains used for licensed gaming services. The document explains how domain-related actions in the Portal are reflected in the operator’s online certificate and CGA digital seal. It also lists the available domain structures for operators with multiple domains under one brand.

To support system integrations, the technical Domain Management API Guidelines have been published, describing permitted automated operations. In particular, domain management for B2B licensees differs from the requirements for B2C: a B2B licensee may place a blue CGA digital seal on the corporate website specified in the Organisation Details section of the portal, but displaying the seal on the corporate website does not grant the right to offer player-facing gambling services. That requires a separate B2C licence and domain authorisation.

Licensees are required to update their stamps by 30 January

The document also specifies the types of CGA digital stamps and the conditions for their use:

  • Green – Active, means that the B2C licence is active and the operator is acting in accordance with LOK;
  • Blue – B2B, means that the B2B licence is active;
  • Grey – Withdrawn, means that the licence has been voluntarily revoked and operations have been terminated;
  • Grey – Suspended, means that the licence has been suspended and operations are only possible at the regulator’s discretion;
  • Black – Revoked, means that the licence has been revoked and operations in the jurisdiction of Curaçao have been terminated;
  • Orange stamps are no longer used.

The CGA expects licensees to update the display of the relevant stamps on their domains by 30 January 2026.

Responsibility for actions on the CGA portal

A separate document on roles and access on the CGA portal contains an authorisation matrix and explains the distribution of rights to view, create, edit, send, and approve actions. It emphasises that the actions of authorised users may have regulatory and public implications, including changes to certificates and seals, and that operators are responsible for the actions of users assigned to their accounts.

All four documents are available on the CGA portal homepage. Licensees should read all the documents and make sure that the relevant people know about the updated requirements, roles, and how the portal works. These changes are part of the CGA’s ongoing efforts to clarify the rules, make sure the LOK is running smoothly, and improve how it is monitored.
